The organization enjoys best practice status in the Western Cape. It is located at the Caring Network Trust Centre in the heart of the community, and serves those in need. There is an appropriate, well defined management structure in place, with suitably qualified personnel, an active, supportive Board with necessary skills (especially financial); well skilled and supervised community carers on fixed contracts, with clearly defined job descriptions and a code of conduct including an HR management framework. CN is fully conversant and compliant with the Primary Health Care Plan 2010 of WCPDH. Systems for collecting, analyzing and collating information are in place at 3 projects in Metro and one in Westcoast /Winelands. There is an established line management reporting system with monthly and quarterly reports to DOH. Financial management is strong and designated Board members provide oversight on a monthly basis. All payments are made electronically into designated accounts and all expenditure follows laid down financial policies/procedures including a complete set of records kept in financial management systems. The procurement practice for purchase of equipment complies with EU criteria; and stock purchased from EU/DOH grants in the past is accounted for with an asset register at each project being regularly updated.Service delivery is geographically consolidated and integrated services provide home based care, IMCI and treatment support in four health sub-districts. The partnership contracts for financial year 2008-09 provide for 120 half-day carer workers, four nursing supervisor posts and a program manager. Equipment is obtained from TAs at local CHC’s on a regular basis and all carers have uniforms (summer and winter), name badges and equipment bags. The organization raises funds to provide psycho-social support for our caresr by offering a sponsored weekend away each year (R1000 per person). There are established channels of communication between all levels of the organization and regular interaction with other local stakeholder. Quality assurance is provided by motivated, mature nursing professionals who ensure that quality management standards are met through oral and written reports, which monitor projects and provide statistical evidence. Human resource development relies on performance management systems being in place. The EPWP streaming of suitable candidates has filled a gap and at present the organization has 30 learners who have completed Level 1 and 6 who completed Level 2 AHC certification in the past year. Unfortunately, many of our long-standing carers fall outside the age limit for admission to such training, but they continue to provide the backbone of service delivery, and receive regular in-service training in-house. Further, CN is HW SETA accredited for six weeks HBC training at the Khayelitsha Centre. An average of 80 learners annually receive tuition and practical training linked to local DOH facilities, in their home language and English. Many go on to employment either with this or other organisations, and further study on EPWP. Some enter the nursing profession and currently CN is supporting three ex-employees on nursing bursaries that cover 50% of tuition and a monthly allowance. We know of 8 others who have successfully entered the nursing profession over the past 7 years.
